The following words are from The Declaration of Independence of
July 4, 1776. The words refer to King George III, the German king of England. The funny part is that the words also apply to the party of John Boehner, Lindsey Graham, Jeff Sessions, Mitch McConnell and whoever is currently running the state of Michigan.
Substitute  "They have" for "He has":


He has refused his Assent to Laws,
He has forbidden his Governors to pass Laws of immediate and pressing Importance, unless suspended in their Operation till his Assent should be obtained;
He has dissolved Representative Houses
He has refused for a long Time, after such Dissolutions, to cause others to be elected;
He has endeavoured to prevent the Population of these States; for that Purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their Migrations hither,
He has made Judges dependent on his Will alone,
He has erected a Multitude of new Offices, and sent hither Swarms of Officers to harass our People,
He has affected to render the Military independent of and superior to the Civil Power.
He has combined with others to subject us to a jurisdiction foreign to our Constitution, and unacknowledged by our Laws; giving his Assent to their Acts of pretended legislation:
For taking away our Charters, abolishing our most valuable Laws, and altering fundamentally the Forms of our Governments:
For suspending our own Legislatures, and declaring themselves invested with Power to legislate for us in all Cases whatsoever.

Though it does have the power to claw lunch apart & put it into its jaws

Dear Federal Suggestion Box:
   We are a small village of 8000. We are almost 1/3 Black almost 1/3 Spanish-speaking almost 1/3 White with 1/100 designated as other. We want to waste money and insult people just as you do. Have you any casual summer ways for us to do that so that afterwards we could say we didn't do it on puuurpose?

   You should never make a move or think about making a move without asking us first so you did the right thing. 
Have a series of concerts. Start out with a 50-60 year old white band. Finish off with a grand finale of Beatles impersonators. Wasteful and insulting as you requested, with loud thrown in for good measure.
